The least-developed countries (LDCs), which are still only marginally integrated into the multilateral trading system, have produced proposals clouded with uncertainty and ambiguity as they balance an intellectual climate of liberalization with political pressures for the opposite. Indeed, many governments, responding to domestic pressures, are rethinking their policies and slowing their processes of liberalization.

Chapter 16 presents the results of a detailed survey on the SPS Agreement by Spencer Henson, Rupert Loader, Alan Swinbank, and Maury Bredahl. The failure of developing countries to participate even in SPS Committee meetings suggests that the workings of the Agreement will tend to be driven by the priorities of developed countries, and raises serious concerns about the ability of developing countries to benefit at all from the Agreement.
