While the men of the Fifteenth guarded railroad tracks and prisoners, the army’s attempt to station black troops in racially intolerant communities backfired a second time with tragic consequences. In Houston, on August 23, 1917, the War Department assigned guard duty at Camp Logan, still under construction, to the all-colored Third Battalion of the Twenty-fourth Infantry, with the First Battalion in Waco and the Second in Denning. Black soldiers in Houston were unwilling to display what whites deemed proper subservience, refusing to sit in segregated black sections in theaters or on streetcars.
